This is an exploit,

get any language quest item and a friend, right click the itme and choose examine… do not click anything else in the dialog box that opens.

now trade the item to a friend once he has accepted and the item is no longer in your inventory finish the examine dialog messages… ding you get credit for the examined item.

now have your friend trade it back and repeat until you get the # required to learn the language. Then help out your friend and he can learn it to… with this method a whole guild could learn the language from one dropped item.
